I have removed both before and the problem still persisted.

I believed it was the contour icon's but when I uninstalled those it still caused it as aslains noted that it caused issues with the results screen but I still have the issue even after reinstalling WOWs. Every 2 or 3 games I loose the cross hair, reloading time, chat and if its the end of the match I can't click play on or return to port. If I am in port I can not select ships.

I have the compass elements installed but when I play the game they are in the normal place and not the modded place. I tried all of them.
