I ran the install disabling Symantec again, but, this time i left it off and opened WoT. I ran 1 battle, exited, rebooted, enabled Symantec, and now everything works. Still trying to think of what I did differently, has to be something other then running WoT with Symantec disabled. Thank You for looking at this with me.

Just noticed i couldn't open up the zip file.... _Aslains_Installer.log _Aslains_Installer_CompList.log _Aslains_Installer_Options.inf

Disabled Norton Firewall and AV, performed a Clean install deleing Cache, etc... Still not installing right. I am on Win 8.1.1 (Update 1) if that makes a difference. _Aslain_logs.zip

I have re-installed the latest mod pack several times with the Hit Counter set to the top and I am still unable to see it. I have followed the instructions for the install in the sticky post and get the same result.
