Miałem analogiczny problem z InfoPanelem. W teorii też się przesuwa, ale w praktyce te przesuwanie działało jak chciało, raz mogłem, raz nie, a czasami szło nie tam, gdzie przesuwałem. W przypadku tego panelu wartości X i Y to były offsety (przesunięcia) względem środka ekranu - podejrzewam, że wszystkie analogiczne wartości działają na tej samej zasadzie. Chciałem mieć panel na dole więc ręcznie ustawiłem Y dodatni (210 w moim przypadku) i po lewej stronie, więc X ustawiłem ujemny (-80 w moim przypadku). To była metoda prób i błędów, ale w moim przypadku to było jedyne skuteczne i trwałe rozwiązanie. Kilka mam takich rzeczy, które regularnie ręcznie poprawiam, nawet napisałem pod to malutki programik, który przywraca moje ustawienia modów po instalacji ModPacka, bo niektóre się potrafią zresetować.

Aren't you installing your mods via LOADINF_for_Aslains_Installer? I have noticed that then there's no inf file created. If this is the case try simply running mods installer, then it'll read your installed mods written in the system registry. It should also write that mods in inf file. You currently installed mods are available not only in .inf file but also in the registry under the following path: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows\CurrentVersion\Uninstall\Aslains_WoT_Modpack_Installer_is1 in value named "Inno Setup: Selected Components"

I use Julie voice mod as well and I also noticed she does not like being quiet. The only way is to lower the WoT volume in windows mixer. Of course, you need to setup other in-game sounds before, so you don't end up hearing her voice only. EDIT: Arty hits on your tank also can't be made quieter, so windows mixer solution works for those as well.
