The game is working fine, just the mod itself appears broken. I don't see the damage on the results screen.

First, these new file packages are not compressed – we will introduce that in future iterations to reduce the amount of space the game takes up on your hard drive. Second, packages in World of Warships cannot be read using conventional archiving software and require a special tool to see the contents. Working well for me on SEA server, rings even show up on navigation map (the one after you press M and can plot your course). Found it, in the res_mods folder! And now, no more pre-pubescent prattling!

I have Apeggio, now Arpeggio_OLD, High, and Low. Also a WOWS_SC.pck

That's a Tanks thing. It can be changed in Settings.
