Can All Mods Have a Solid Background for Text?

Can mods be edited/hacked to add solid backgrounds to the text? 
Can text in mods have a solid background?  Like movie subtitles. 
Text can easily get lost when placed over the sky, for example. 

It would be difficult to ask a hundred mod makers to include solid backgrounds on all text. 

Below is the "Signal Flags with Price" mod showing the solid background under the text. 
A handful of mods use this format.  Many would be much more readable with solid backgrounds.

On a PDP11 in the eighties, monitors had 24 or 25 lines of text.   We sometimes found a game designed to run on a 25 line monitor, but we only had 24 line monitors in the club.   So we found and edited a CR&LF pair of characters to CR&Null to "remove" a line.

PS.  Yes, I have a lot of signals.  6 years playtime and not using signals (except in CB's) for 12 months did this.
