ModPack v14.3.0 #11 exe file won't initiate

I have been using this mod pack for years. This is the first time this has happened.

After download I click the exe file and nothing happens. Tried it multiple times and still nothing. 
I deactivated Norton and that didn't fix it. I uninstalled the previos version and still nothing. I'm stuck.
I tested other apps and all installed without issue.

I'm using Win 11.

Redownload it, and maybe compare sha256 with the one I provided if it's the same file then the issue is on your side only. It's an AV in my opinion. You said you deactivated but still it's your windows av solution blocking it in my opinion.

You were right. Ends up that Windows 11 Security "Reputation-based protection is teh culprit. The "Check apps and files" creates the issue. It must be turned off to install.
BTW I did many modpack installs on Win 11. This happened after the latest update. 

Q: Do I need it if Im already using Norton?   
Q: Does windows 11 reputation checker have exclusions like Norton? I couldn't find anything like that.

IMHO, the built-in Windows antivirus is all you really need. Any additional software is just extra and doesn’t provide a significantly better layer of protection. The more people download that new modpack, the fewer false positives and reputation-based security issues there should be, as those often cause unnecessary problems.
