'Unused' voiceover lines mod

Each voiceover has unused voicelines that are still in the game files.
For example, when you fly into an enemy AA zone, there should be a voiceline for that event (you can check the files for it, as even recently released voiceovers include these lines). This is only one eample, as there are more voicelines like this.

Is it even possible to enable them with a mod?
