Is anyone else having issues with Automatic Equipment Return not servicing both loadouts?

I'm not sure if I'm doing anything wrong, but I'm finding I'm going into battles with missing equipment.  Not consistent as to which setup is missing stuff - sometimes it's setup I and sometimes its setup II.

 

Is anyone else seeing this?

It's not every battle and not even most battles.  I have set up all my active tanks to use AER.  Happens once maybe every 15-20 battles
