I just changed Controlpanel>Region>Formats temporarily which is not requires pc restart. (for me, Jp to En) By the way PP config isn't works on second version of build18 as kzkhak says. This is what kzkhak proposed and, me error: https://sourceforge.net/p/gnuwin32/bugs/228/#2e1e (which was fixed later, but cannot find oniguruma version with this revision) Quote

It works correctly and perfectly! The installer doesn't hung without locale changes. and PP configs are enabled. (see screenshot. press L.Alt-key) BTW, The reason why Goha.ru skin doesn't visible is files are broken. Probably, as I said, "the server stops transfer" issue. (see screenshot. the file size is small, right?) I suggest DLC files should be checked. (hash or something.) I greatly appreciate your patiently works!
