Since the 9.15.1.1 version of GoHaru skins were released the DLC download always silently fails in the installer. It would download some of the file (at a consistently-slow 160kB/s) and then at some point fail the download but the installer doesn't warn about this and continues. It then fails to unzip the DLC and proceeds to "complete" without installing the skin packs, but also without warning the user.
