Issue has persisted with 9.1.1 #03 mod pack. Removing Roslich's Side Panels and Custom Battle Loading Screen mods allows the game to start as normal. Note, I am not using a Steam version of the WoWS client.
I have attached markup.xml and USSExpressionsLoader.xml again but this time with the non-working mods installed

Just for kicks, here's another copy of the XML files after running the game with the non-working mods uninstalled

Installed same mods like you have in your logs and no issues with loading. Make sure you are installing the modpack as admin, and also launching the game as admin.
Issue persists even when launching both as admin. Did you read second post in this thread? After I removed those mods again, the game launches and plays as normal.

Removing Roslich's Side Panels, No Water Splashes and Custom Battle Loading Screen(with and without NA icons) resolved the issue and the game loads to port as it normally would.

Have tried re-installing modpack, re-installing with 'delete DLC cache' option checked but the game will not load. A few times the 'loading' bar would be at 100% but then not advance to 'authorizing'. Other times the game goes 'not responding' during 'loading' part of start up. I've tried starting the game directly as well as through Game Center. Game loads as it normally would when run in 'safe mode' through Game Center. Game also runs fine when mods are deleted.

The instructions in the forum post are somewhat vague and what I said does make sense depending on how the program gathers the logs needed. I assumed the program may have needed to be running at the same time as the game to actively log whatever events led to the bug occurring. Anyways, all fixed now with proper crash log attached. Thanks.

Latest modpack installed, for some reason the game does not return to port if you do not manually exit via ESC menu and does not return to port at all if you survive the whole battle. Played several battles in safe mode and did not encounter the issue. The only way to exit the game is to kill the process via task manager. Clicking the X at the top of the window as well as right click>close window on taskbar icon do nothing. Not sure if I captured the Log file correctly. Should I run the program when I start the game or when I encounter the issue? Can re-post log properly if needed. Thank you.

Though I don't use the Steam client, the issue seems to have resolved with #04 mod pack, thanks.
