**UPDATE** =  Removing "Azur Lane Commanders" and the text mod (i believe this to be culprit) "Lady Commander Names" fixed my issue.

there is a another post about this "bugger ui" or the like.    I've found that Text mod(s) are at fault, in my case deleting azur lane commanders and removing "Lady Commander Names" fixed it.

Ditto, I removed all my port mods (was only 2), still getting it... been working through the other mods....   anyone figure this one out yet?

Also would like to say thank you for all you guys do.

with a little investigation it's these that wont download, instead of retrying (did multiple times) I just hit next and all choice but these two were installed and appear to be running fine:

loading_screen_Roslich_640.7z  - Custom Load Screen (?)

more_visible_torpedoes_splash_Yellow_pturbo_640.7z   - also tried Blue verson, same hang.

A copy/paste into Notepad that shows what I was installing in total:
