Can't download DLC

When using the installer it tries to download additional content, but either breaks up when a connection is established with between 2 - 10 kb/s or it never connects a tall.
"Download failed: Operation timed out".
it says to check my connection, but I'm fine on my side. I tried several times over the course of a few hours. Is your server too busy or is there another problem?
