Then there are 0 issues between you and the DLC server.
Issue is located elsewhere.
I'm confident your virusscanner, that you might not even know you had, is blocking this installer.

Alright, my isp made some changes, I made some changes, things have changed.
Most of my isps are now getting a much more stable connection towards the DLC server.
How is it looking over there?

Hosting place is being shitty as fuck right now, can't do much about it.
Packet loss is an issue right now. Users are being throttled down to 200KB/s aswell.
Again, nothing Aslain/I can do about it. I have to deal with about 10TB of traffic every week, I get 0 compensation for the server/time invested.
Network revamp of isp is underway and should be happening tomorrow so expect more downtime by then. Maybe after that we'll see improvement.
Reason for not responding earlier to you guys is because this forum stopped sending me emails about new posts for no reason.

All settings were back to when you didn't have the issues and you still have the issues.
So the tweaks were probably a coincidence with a different issue.
I'm leeching at a capped 250KB/s connection over tor and I can get a stable connection for over 45 minutes now.
I'm amazed that you've not run into these issues on other servers outside the US.

Torrent is not HTTP, so it uses a completely different protocol to transfer data.
Are you still having timeout issues?

No, crossing the Atlantic ocean and seeing an increase of around 100ms is normal. Especially when the traffic needs to be delivered to people's homes (they usually get cheaper/slower routes).
The problem is related to my server cutting off his connection because he's not responding in time, this time value being 60 seconds with the current configuration.

Tweaked settings back to normal.

Dealing with slow connections keeps the server busy for longer than a fast connection would.
I will tune these values further in the coming days.
Either 10k people get their download finished within a reasonable time, or everyone will be punished for those few people (so far only you) with slower connections.

I can't help you fix that, try pinging any stable host (google.com) while maximizing your download/upload speed and see if your ping increases. If it does then you have a problem which I cannot fix for you. try this aswell: http://www.pingtest.net/
Combining that problem with nginx having a hard time keeping a connection alive might be the reason why you have more problems than the rest.

Seeing as your ping is increasing on other hosts as well during the download I can see that your router is not balancing the traffic correctly and giving too much priority to one of the two.
Using the Aslain installer won't give you correct feedback, just use wget next time you want to test it.
I still have no response from my ISP about the issue. From my current understand it's probably something related to the upstream keep-alive not working within nginx.

One of the things that can break it as well yeah.
In the end the problem is in the NGINX config of the web server which for a minimal amount of users is causing problems.
I could resolve it within a couple hours but I need access to the ip of a person who has trouble downloading the files of the DLC server.

@kupjones Thank you for your effort into debugging and giving us as much information as you can.
I cannot reproduce your problem after running downloads and extracts thousands of times on all DLC servers in the ring from various locations around the world.
None of the downloads timed out or ended up corrupt. But this is using purely curl/7z to verify, I cannot properly/automatically reproduce the installer because Windows/GUI stuff. I also cannot reproduce situations where the line has tons of packetloss/jitter, maybe I could simulate but that's out of the scope for a problem only 1 person seems to have.
Is this problem still happening for you?
