After trial and error of launching the game, starting a training battle, and closing the game I was able to determine that this issue is being generated by the "Constant Weather Effects" mod. Simply uncheck that mod, install the mods, and relaunch the game until our dear friend here is able to fix it. Thanks in advance for your hard work, Aslain.
