The Better Reticle Mod was update and fixed, I have no idea why it's removed. I tested it 10 minutes ago, the reason why it shows 2 reticles, is because by default there's a new option included for server reticle + game reticle. Once those are off it works fine. I also talked to Jack on reddit and bugs have been fixed for the past few days.

The mods are "Better Reticle Size" and "Reticle Size Limit Remover" and the settings are located in the Chompi mods settings, where we have a slider for the reticle size in pixels. Upon starting the game, unless you change the slider to w/e and then back, the game will not shrink the reticle. Once you re-apply it works normally. I've attached the logs. Setting the reticle size lower than 16px resets on the next login. You have to manually touch the slider and apply again for your reticle to get to the desired size. Happens for my platoon as well. This has been the case since 1.22
