Accelerating Crew Training

Now and again the "Accelerate Crew Training" option gets switched off across the board, I assume on major updates.  It takes for ever to go back and select and confirm selection for each tank. 

 

Is there a mod that will allow a player to check a box to use "Accelerated Crew Training" on all the tanks at once? 

 

If not is there a way to make and employ such a mod?
