How was it being abused? Pity - I could make a better choice and not end up waiting so long in a que if I knew not many others trying for the same category/tier.

The current que just shows how many vehicles are in each category (ie heavy, light etc). To enable players to make a better choice of vehicle and tier, expand the list to show how many of each category are in each tier. If you are familiar with MS Excel, this would be a pivot, with a column for the vehicle category, and ten columns, one for each tier, which shows the vehicle count for that category/tier.
