Deleted that same file you mention, changed settings.xml to original state and now it works like before. Hmmm...

Same problem happened to me around the same time. Tried this fix as suggested on WoWS forums and it worked. https://forum.worldofwarships.com/topic/144629-fix-for-game-crash-at-start-upafter-windows-10-update/ Still curious why it won't run using DX11 and whether there is another way to fix this problem.

Can you guys upload 4.3.6 somewhere? It crashed like 20 times for me after I installed 4.3.8
