modpack not launching with game

janky bug since 8th Apr update. #22b

1) Game will launch without modpack working
2) After repair, modpack will work, but after exit modpack will not launch again on next launch and 
I have to repair again.
3) After a couple of days doing this - now when I repair, i launch WoT and discover that some settings are reset,
incl graphics and controls settings

really weird bug

*update - i can launch game from GC without reparing and the modpack works
