How can i change Flags icons of nations in game?

hi, i wanted to replace german flag in game (backgrounds, all the icons that show the flag, etc), how can i do it?
i tried to find some mods, there is a fantastic one but is for an old version and is not working anymore (it is called Historical Flags-542-0-8-8).

i tried to search on the gamefiles but didnt found anything related to nations flags etc..
