Not sure it this will help you but try on latest modpack, you are using #17 and latest is #19. You said you are having this problem for long time, try to remove garage mods one by one, I suspect that one of them is causing it for you. Start with research watchdog maybe. Let me know if this helped.

I sorted it to prevent incompatible combinations, next time I will move it to different place so you can install Historical skins and Blyskawica together. If it comes to splitner skins, they are not compatible with mods you mentioned.
