It's not always as easy as just "getting/buying a better server". Server load is always an issue when confronted with high demand. Even the best server in the world would have these issues if there's over a million connections to it. Bandwidth, active connections, CPU usage and loads of other variables come into play when hosting webpages, DLC or other stuff. Not to mention that a lot of hosting providers limit the available bandwidth per virtual server to not impact other virtual servers when one is confronted with a high demand. So to everyone who's here to complain about download speed: calm your tits and hold your horses. it will improve over time. Just be patient.

Try night time and mornings. Installer basically unpacks and takes out a lot of manual work on the user side. I'd personally prefer to just wait for a drop in traffic than having to go through all the hassle a torrent would bring. With that being said, Bittorrent still allows certain people to create so called DNA downloads which could be a solution to all of this. Still this is up to Aslain, but just putting it out there.

You tried downloading from a blizzard server with 1M+ people lately? Same issues right there. The only ding Blizzard does different is that they use P2P as well as a HTTP transfer of data.

As 9.7 has been released for all of Europe today, downloads of the DLC can result in 404's or E_CON_TIMEOUT messages. Chances of this happening may vary from time to time, but you'll probably be better off trying to download tomorrow or later this week.

Aye for now it's manual only. The EU servers display an EU flag as the default one, so I've set mine to NL and now it displays the Dutch flag in game.

This could still be part of a new launcher as OP stated it would only update installed mods.

Nationality flag can (or must, not quite sure yet) be set by every single player individually as the locale finding seems to be troublesome at this point. You can change your nationality flag at the XVM website if you really want to show up correctly.

As 9.7 has just released, not all mods have been updated to 9.7 yet. Some mods may still be unavailable until the mod developers have updated their mods.

This is not what the OP meant. He's looking for a launcher which automatically updates the mods he has downloaded through aslain, as aslain puts them up for download.

The issue there is norton (false positive). Disable your antivirus and exclude it from scanning.

Also happens with "High Caliber" and similar achievements.
