I'm unable to reproduce this bug, using same mods like you selected in the modpack.

 

It seem that you're not installing it properly anyway, you need to select first option that removes previously selected mods.

 

Your python.log is empty, it looks like you installed the modpack and haven't played any battle before posting that logs.

Maybe try to delete all files in mods\configs\promod\artylog\

Ok, try different approach. Delete all files in c:\Games\World_of_Tanks_EU\Aslain_Modpack\Backup\Artylog\ + all files in mods\configs\promod\artylog\ then reinstall the modpack.
