Error 183: Cannot create a file when that file already exists.

I'm running into an error when trying to install the latest modpack.  Error 183: Cannot create a file when that file already exists.  Well, It's a brand new, fresh install.  I deleted the game and the directory.  Reinstalled it and this error is still happeneing.  Any suggestions?

It's a local problem, either locked files or lack of permissions. Restart PC, manualy delete folder Aslain_Modpack in game root directory, and reinstall the modpack as admin.
