jsonconfig.dll missing when trying to install

I've been having issues since 0.8.8.1_01 where when i try to install i get the error saying;

 

runtime error (at -1:0)

Cannot import dll:<utf8> C:\Users\Andrew~2\AppData\Local\Temp\is-8U15S.tmp\jsonconfig.dll

 

I am able to launch the file, select the language and then this error appears, if i check the temp location, i only see a tmp file of the 0.8.9.0_05 installer (downloaded yesterday).  Prior to 0.8.8.1_01 it was working fine.  I uninstalled the modpack installer as a measure.  I have run integrity checks on WOW as well.  No logs appear to be generated and no event viewer logs.

 

OS Build: 1809 - 17763.805) - Windows 10.

It's not a game bug or installer bug, it's something on your windows, either antivir or unusuall permissions lack or admin rights etc.
