For those who have hearing impairment/issues (like me), hopefully someone can make a mod that makes ingame sounds louder especially the anime Commanders' voices...

Agree.  Like the "600% Sound Volume" extension available for Firefox and Chrome web browsers. 
A few easy clicks on an icon to change volume up/down independent of everything else on my PC.
