It's a notification that is not necessary to have and forces the players to go through all the menu of the news to get rid of it(the intelligent way of a notiifcation purpose), as all the info has already been and read in the game center. This is double time use of notification that give a feeling that the player is illeterate (maybe). This "shiny gold" NEWS notification is asked to be deleted thanks to a mod: you could call it "disable news notifications" It's possible though it already exists and that I have heard of its existence.
