Mod Load Issue

Game wont load, and when i manage to get to garage screen just feezes and Not Responding ... I get message 

 

Mod Package ../mods/1.20.1.1/skinner/german_dds.wotmod wont load ....

make sure the game is closed when installing modpack, try to run the installer and the game with admin rights.
big chance something did go wrong there.

did not had the issue with same config.

reloaded game ..removed mods ... did reinstall .. now mods dont work at all .. oh well
