I have installed the same mods and when I hover my mouse over that perk I can see a tooltip. However I don't have this skill trained, and maybe it can make a difference. All I can tell, you didn't attach required logs so cannot check what modpack you are using etc. Quote Link to comment

In 16:59 without mods game informs you about enemy using radar( screenshot- information is in red circle). Game with your mods this information does not send.( second screenshot).
