I just ran the game in Vanilla mode and the bars are preserved in spectator mode with no mods installed. It is a current, not old issue, which as you say may be related to PMOD. Hopefully will disappear on update. Actually while updating this, update 5 has just landed with a PMOD update in the comments list, so will install that right now.
