Maximum Draw Distance Red Circle not showing v.9.13.2

Checking the "Show 564m maximum drawing distance circle (red)"  isn't working.  Instead it shows the yellow 445 max detection circle.  Dynamic blue circle works perfect.

I tried this many times with clean install, and then tried checking the "remove contents of DLC cache" and "Reset game settings and clean up cache" but it still wouldn't show the max draw circle. What finally worked was deleting everything in the res_mods folder manually. Hope it helps anyone that somehow gets this problem.
