Remove Free cam for Garage & Replays mod from the garage section of the modpack.

preferences.xml sometimes gets corrupted 😕 often between game updates, but not always.

I updated the mod for 13.3. The installation remains the same. Three ships have been added: T9 Japanese Cruiser Chikuma II Golden, T10 Pan-Asian Cruiser Incheon, and T9 Destroyer Frank Friday. T7 British Battleship Duke of Bronte has been removed (removed from the game.) T7 British Battleship Rodney has been added. all_ships_in_tech_tree_13_3_1.zip
