Maybe add installer file to exceptions in your antivir, otherwise I see no reason for this weird behaviour, it's definitely something on your pc causing this.

You can delete preferences.xml and you should be able to move it again. Keep in mind it will also reset all the other stuff you have there. On your screen I see that you have a overlapping problem too, that ship contour overlaps on ship compass thingy. If you install Advanvced ship hp bar you should be able to drag it as well.

Yeah it will show error on certain missions. Nothing can be done about it. The mod you linked is from different author and has no english interface like you said, so it's hard to introduce in the modpack.

They're wrong, my software if free of viruses or malware. Try to add modpack or website to whitelist, use different browser etc.

It might be related to session stats. Try to reinstall the modpack without back up their cache or manualy delete this file c:\Games\World_of_Tanks_EU\mods\configs\yk-stats\cache.json
