WN8 % always at 0. Winter Camo in garage always on.

I have 2 PCs, both have Aslians set up the same, absolutely identical. One is Windows 8.1, one is Windows 10. WN8 % stays at 0 in the Windows 8 machine. Also, on the Win 10 machine, tanks always show up in garage in winter camo. In a non Aslains machine [Windows 8]  none of this happens.  Oh, and during Christmas, I have to run in the non mod machine as well or the ornaments are not available. I have reloaded WOT and Aslians but the issue still come up. Other players I know have had similar issues and are dropping Aslains.
