Free Experience will not apply -- works in safe mode

While running the latest version of WOT and the MOD, my free experience would not apply to upgrading or researching.   WIndows 10  Pro, 64 bit.   If I start the game in safe mode, it works fine.

You locked your free xp. Unlock it. Look in the top right.
