You are having some connection issue between you and the DLC server. You can try using a VPN, while the issue exist, but otherwise there's nothing to do from "our end". Quote

Moderator Quaksen Posted February 12, 2020 Moderator Posted February 12, 2020 Your connection passes through multiple servers between you and the destination - any one of them could be having an issue at the time you tried installing. Using a VPN changes that connection route. 2 Quote
