Add the Custom Radial Menu By Polyacov_Yury back to the config

The Custom Radial Menu By Polyacov_Yury mod used to be in the config list.  I believe it was removed as part of a recent WOT upgrade (havent seen it for a while).

The PY website shows it is ready for the current wot version.

 

Please take a look and add it if possible.

It's outdated and not working, doesn't looks like it's coming back anytime soon.
