You shouldn't reduce it, you should make it bigger. Mines set to width 4096 Height 5000

Yes in Tank Icon Maker. I reduced it but since i dont know the correct sizes i can t fix it.

How did you resize the atlas? Did you do it in Tank Icon Maker? There's a button to resize it (increasing the size)

Try a VPN? It's helped others in the past. ProtonVPN or WindScribe for example, has free options. Speedtest means nothing, the connection between you and the speedtest is different from the connection between you and the download.

Hello, I'm not sure if it's only me, but today when I tried downloading from Aslain WoWS Mod Pack, the download speed is very slow (less than 10 KB/s constantly) This is my first time using this mod pack. Other mods I downloaded with much higher speed from their cloud server (onedrive, ggdrive, etc...). Ping while playing WoWS and WoT is also fine (<30ms). Any suggestions on how to boost the download speed from the mod pack? Speedtest shows no problem with my ISP.

You're seeing it on battle results, because at that point, you can actually see the names before/after anon scrambled it. Only platoon people sees unscrambled name in battle.

I couldn't recreate as well.

after some testing, i do not think it is caused by mods at all but just "unlucky/lucky" to connect to a server properly. not exactly sure how it works.

Attach logs and proof (video, screenshots etc), I will see how the minimap reacts in your mods setup. See my post signature link. However if you are installing mods with options and change them I won't be able to check that without your config files, it gets complicated at this point so...
