Could not reproduce, maybe your file was not downloaded correctly, re-run the installer with clean up dlc, to redownload the files again. Do you have a hitzones menu in garage? Like on this example picture:

ASIA has not received 9.17.1 update? If you still have old modpack for 9.17.0.3 use it, and it will fix it for you, or manualy recreate missing paths (from error window). Don't use new mods/modpack for now.
