It's probably still the scaling that is causing issues.
Right click on the modpack itself, go to properties, compatibility and there you can tell it to ignore the scaling or something to that extend.
(Alternatively, you can press TAB, which should end up cycling the active thing to the Next button and press Enter to go next page)

As for when modpack comes out - it's generally always on the day that EU updates, since that's when RU server updates too, and many modders are RU-region based.
You aren't forced to update to a newer modpack - except on game updates.
You could just - I guess - not select the mod that does the replacement.. but some people might want that, which is why the mod was made.

It's been asked like a million times, the answer is still the same: Not possible with the current software used.
Needs a totally re-done installer, which is currently not possible.
You can search in ComponentsList.txt file, which is placed in Aslain's folder in your WoT folder. 🙂

You shouldn't need to load an INF, unless someone else sent you a setup.
And I'm fairly sure that after one install, the setup is saved in registry, and should be loaded just by running modpack next time.
You shouldn't run the LoadINF program every time - which it kinda sounds like you're doing? Hmm 🙂
