hello ! i want to know how install this mod and use it to change my region from NA to EU i want to play with a friend could you explain me ? Thanks !

I haven't used the mod myself - but I'd imagine you just need to install it and go from there.

 

Remember; You'll need a different account on EU, you will NOT have the ships and doubloons you already have on your NA account - that isn't possible.

thanks ! i do it ! but now how i come back to the NA server ? is boring  use tier 1 ships xD

Reinstall the modpack and pick region you want to play, or use WoWS Realm Tool (available from the modpack) where you can change regions in windows desktop (if you create a desktop shortcut durring installation). To change regions, use this app while the game is not running.
