yes, both tricks and xvm are having this issue.
so probably all mods that will change the carousel to a certain size will cause this.

No matter what I do, but only 2 rows are displayed at most. What can I do or is this still a bug?

if you have more then 2 rows of tanks vertical it will not display it properly
so either use the latetst released modpack or go back to 2 rows maximum

v1.17.1.2 #01 should not have 3 row carousel as option

in v1.17.1.2 #02 xvm carousel is fixed (tricks is not fixed)

whenever I want to display my garage in 4 rows and then click on continue to install, 
the message comes up on my screen shot and it doesn't set up the 4 rows in the garage.
What do I have to do to make it finally work?

those mods will not work together, so there is a automated warning message.

attach logs (important)
here it will explain how to get/make them (mainly red text)
that way we can load the same config and check what is going wrong

without the logs it will be mainly guessing what is going wrong
