I think you have something like it but I don't know enough about these things. 

I have tried it and it does seem to help or it could be power of suggestion.

Looks like just another server sight to me? There are several options of server sights in the modpack already.

I don't know how to read what's in it. It does put up the server sight which I have found to be off some but not much. Is that all it does?

I don't know if that mod does anything else - other than being yet another server sight - looks like an old mod version too, since the folder in the download is 9.17.1.
