It's the achievements in battle mod. (RTAN, I think, Real Time Achievement Announcer, or something like that)

It's currently set to OLD style (Xbox style achievement popup)

In the dropdown box, the other option is a NEW style, which pops up at the top of your screen instead of the bottom.

(That's about as good as I can tell you, based on Google Translate's image-text translator, hehe)
