Your logs are from Novemeber 2018, make sure you are generating and attaching new ones. Maybe you generated them in the old location.

I'm basicaly being spammed by people compaining at super slow downloading. I cannot reproduce I can download at full speed. It must me some weird issue with bad routing. Maybe the admin can tell more or check it @TTimoNN

New modpack in 30mins, maybe it will help you.

Unable to reproduce. Maybe try to reinstall the modpack.

Clean WoT cache maybe, loaded same mods and no issues with hangar or logging.

Naprawie w paczce #03, znalazlem nowsza wersje ktora dziala.

Reinstall the modpack with option to clean up DL folder (there is such option durring the installation).

All regions are on the same game version now. Doesn't matter which Modpack for 1.4 you use, but I recommend to use latest one.
