No issues with downloading DLC for my latest installation.

 

While you may have that speed to the internet test location, your internet route is NOT the same towards the DLC server.

 

Your connection passes through multiple servers before reaching the destination. Any point between you and the DLC server could have an issue.

The 7z files with mods are always stored and downloaded from the same server, no matter whick modpack you are using. You cannot change it.

For me it`s only the hitzone skins KoreanRandom that slows down the download.
